Taylor is examined through a series of overlapping readings: as the Mistress in a cycle of Hollywood plantation, via her extra-cinematic image as a jet-setting wanton seductress and oriental in whiteface in the early 1960, through her repatriation to the U.S. in the 1970s via her marriage to and the election of her pro-military husband John Warner to the U.S. Senate, and her evolution as a relentless AIDS activist in the 1980s. Across these interpretative frames, Taylor emerges as the figuration who performs the vast possibilities open to postcolonial whites for mobility, pleasure, and political agency while operating without the burdens of race that allows her stardom to be symbolic of American Empire at the apex of its power.

How and why are the Kims rational? There is no consensus about either the Kims’ rationality or how best to determine if they are rational actors. Rationality in the North Korean Regime offers a concise and finite method to assess rationality by examining over ten cases of provocations from the Korean War to the August 2015 land mine incident. The book asserts that Kim Il-sung was predominantly a rational actor, though the regime behaved irrationally at times under his rule, and that both Kim Jong-il and Kim Jong-un have clearly been rational actors. As a rational actor, Kim Jong-un is unlikely to give up his nuclear weapons, but this work argues he can be deterred from using them if the United States demonstrates it is willing to co-exist with his regime and pursues long-term engagement to reduce Kim’s concern that North Korea’s sovereignty needs defending from U.S. hostile policy. This could allow gradual social change within the country that could eventually lead to positive systemic change as well as soften Kim’s rule. In this regard, time may be on the side of the U.S.-South Korean alliance, but the two allies must embrace the long view and learn to be more patient or risk another conflict on the Korean Peninsula.

From My Recent Past is a memoir written by Russian revolutionary Grigory Gershuni (1870–1908), the infamous mastermind behind the Combat Organization (CO) of the Socialist Revolutionary Party (SR). Grigory Gershuni envisioned himself a knight fighting the dragon of injustice, a believer in a Russian revolution that would sweep away an autocratic “regime that made killers of its own children!” In his view, his personal mission was to cut off the head of that dragon, i.e. eliminate the cruelest, corrupt, and lawless agents of the repressive tsarist regime. Over the course of nine years (from 1902 to 1911), he engaged seventy-eight members of his Combat Organization to commit 263 terrorist acts, including the assassination of two government ministers, thirty-three governors-general, a vice-governor, as well as several admirals and generals.This book depicts his revolutionary activities, his arrest, and proceedings before a military tribunal, a death sentence verdict that was replaced at the last minute by a life sentence, and years of imprisonment in the Peter and Paul and Shlisselburg fortresses. It is presented here in English translation by Katya Vladimirov, with an introduction by Katya Vladimirov and an afterword by John P. Moran.

This report examines Russia’s growing use of private military companies (PMCs) to increase its influence through irregular means. In recent years, Moscow has expanded its overseas use of PMCs to countries such as Ukraine, Syria, Libya, Sudan, the Central African Republic, Madagascar, and Mozambique. Many of the PMCs operating in these countries, such as the Wagner Group, frequently cooperate with the Russian government—including the Kremlin, Ministry of Defense (particularly the Main Intelligence Directorate, or GRU), Foreign Intelligence Service (SVR), and Federal Security Service (FSB)—and perform a variety of combat, paramilitary, security, and intelligence tasks. However, many of these PMCs have a poor track record—including operational failures and human rights abuses—and there are opportunities to exploit PMC vulnerabilities. Although Russian PMCs present only one of a variety of national security threats and challenges facing the United States, this report assesses that they warrant a more substantive and coordinated response from the United States and its partners.
