""Thinking about Strategic Surprise"" addresses the psychological and institutional obstacles that prevent leaders from planning for low-probability tragedies and allocating the necessary resources to deal with them. The following two sections pinpoint the failures—institutional as well as personal—that allowed key historical events to take leaders by surprise, and examine the philosophies and methodologies of forecasting. In ""Pollyana vs. Cassandra,"" for example, James Kurth and Gregg Easterbrook debate the future state of the world going forward. Mitchell Waldrop explores why technology forecasting is so poor and why that is likely to remain the case. In the book''s final section, ""What Could Be,"" internationally renowned authorities discuss low probability, high-impact contingencies in their area of expertise. For example, Scott Barrett looks at emerging infectious diseases, while Gal Luft and Anne Korin discuss energy security. How can we avoid being blindsided by unforeseen events? There is no easy or obvious answer. But it is essential that we understand the obstacles that prevent us first from seeing the future clearly and then from acting appropriately on our insights. The National Center for Educational Statistics (2002) suspension data indicates that minority students are punished more often and more severely than their peers. Author Augustina Reyes contends that when ineffective zero tolerance discipline policies disproportionately remove minority and low-income students from schools the very roots of a democracy are threatened. This policy clashes with fundamental educational beliefs of education as a right and responsibility for educating all children. It is important for educators to understand the disproportionate effects of zero tolerance discipline policies on low-income students, at-risk students, special education students, and students of color. A lot of educators talk the talk, but only a few have actually walked the walk. One of the few American schools that actually made substantial strides in improving education for low-income students was Garfield High school in the 1980s. The success of Jaime Escalante, Garfield''s calculus teacher, was depicted in the 1987 film Stand and Deliver. This film is often shown in education classes and teacher inservices. Unfortunately, Hollywood played rather freely with the facts and created a film that is a poor guide for teachers and administrators who want to recreate Escalante''s experience. The reality, however, is even more wonderful than the film, and, unlike the Hollywood fantasy, is replicable. When coauthor Jerry Jesness interviewed Jaime Escalante about the secret of his success, the first four words Escalante spoke were, ''Our principal, Henry Gradillas_ .'' In this book, Dr. Gradillas shares both his upbeat philosophy of education and the practical school management techniques that helped translate that philosophy into success for thousands of students over three decades. The book focuses on three areas that are key to the operation of an effective school: School climate, instruction, and curriculum. It includes many references to the Garfield experience, as well as to other schools where Gradillas was at the helm.
