At the dawn of the Atomic Age, Americans encountered troubling new questions brought about by the nuclear revolution: In a representative democracy, who is responsible for national public safety? How do citizens imagine themselves as members of the national collective when faced with the priority of individual survival? What do nuclear weapons mean for transparency and accountability in government? What role should scientific experts occupy within a democratic government? Nuclear weapons created a new arena for debating individual and collective rights. In turn, they threatened to destabilize the very basis of American citizenship. As Sarah E. Robey shows in Atomic Americans , people negotiated the contours of nuclear citizenship through overlapping public discussions about survival. Policymakers and citizens disagreed about the scale of civil defense programs and other public safety measures. By the early 1960s, a significant antinuclear movement had emerged, which ultimately contributed to the 1963 nuclear testing ban. In the early 1990s, the countries of the former Soviet Bloc faced an urgent need to reform the systems by which they delivered broad, basic social welfare to their citizens. Inherited systems were inefficient and financially unsustainable. Linda J. Cook here explores the politics and policy of social welfare from 1990 to 2004 in the Russian Federation, Poland, Hungary, Belarus, and Kazakhstan. Most of these countries, she shows, tried to institute reforms based on a liberal paradigm of reduced entitlements and subsidies, means-testing, and privatization. But these proposals provoked opposition from pro-welfare interests, and the politics of negotiating change varied substantially from one political arena to another. In Russia, for example, liberalizing reform was blocked for a decade. Only as Vladimir Putin rose to power did the country change its inherited welfare system. Cook finds that the impact of economic pressures on welfare was strongly mediated by domestic political factors, including the level of democratization and balance of pro- and anti-reform political forces. Postcommunist welfare politics throughout Russia and Eastern Europe, she shows, are marked by the large role played by bureaucratic welfare stakeholders who were left over from the communist period and, in weak states, by the development of informal processes in social sectors.

In examining works as dissimilar as Margaret Cavendish''s rendition of the Renaissance adventure narrative and Christine Brooke-Rose''s postmodernist Between , she explores not only the significance of gender for travel writing, but also the value of travel itself for testing the limits of women''s social freedoms and restraints. Lawrence shows how writings by Frances Burney, Mary Wollstonecraft, Sarah Lee, Mary Kingsley, Virginia Woolf, and Brigid Brophy reconceive the meanings of femininity in relation to such apparent oppositions as travel/home, other/self, and foreign/domestic. Despite the differences-historical, generic, political-among these writers, Lawrence maintains, they share common insights. Their accounts overturn the dichotomy between adventure and domesticity, demonstrating something illusory within both the stability of home and the freedom of travel.

Inspired by President Dwight D. Eisenhower’s "Atoms for Peace" speech, scientists at the Atomic Energy Commission and the University of California’s Radiation Laboratory began in 1957 a program they called Plowshare. Joined by like-minded government officials, scientists, and business leaders, champions of "peaceful nuclear explosions" maintained that they could create new elements and isotopes for general use, build storage facilities for water or fuel, mine ores, increase oil and natural gas production, generate heat for power production, and construct roads, harbors, and canals. By harnessing the power of the atom for nonmilitary purposes, Plowshare backers expected to protect American security, defend U.S. legitimacy and prestige, and ensure access to energy resources. Scott Kaufman’s extensive research in nearly two dozen archives in three nations shows how science, politics, and environmentalism converged to shape the lasting conflict over the use of nuclear technology. Indeed, despite technological and strategic promise, Plowshare’s early champions soon found themselves facing a vocal and powerful coalition of federal and state officials, scientists, industrialists, environmentalists, and average citizens. Skeptical politicians, domestic and international pressure to stop nuclear testing, and a lack of government funding severely restricted the program. By the mid-1970s, Plowshare was, in the words of one government official, "dead as a doornail." However, the thought of using the atom for peaceful purposes remains alive.

Infectious disease is the most common cause of illness and death in Africa, yet health practitioners routinely fail to identify causative microorganisms in most patients. As a result, patients often do not receive the right medicine in time to cure them promptly even when such medicine is available, outbreaks are larger and more devastating than they should be, and the impact of control interventions is difficult to measure. Wrong prescriptions and prolonged infections amount to needless costs for patients and for health systems. In Divining without Seeds, Iruka N. Okeke forcefully argues that laboratory diagnostics are essential to the effective practice of medicine in Africa. The diversity of endemic life-threatening infections and limited public health resources in tropical Africa make the need for basic laboratory diagnostic support even more acute than in other parts of the world. This book gathers compelling case studies of inadequate diagnoses of diseases ranging from fevers—including malaria—to respiratory infections and sexually transmitted diseases. The inherited and widely prevalent health clinic model, which excludes or diminishes the hospital laboratory, is flawed, to often devastating effect. Fortunately, there are new technologies that make it possible to inexpensively implement testing at the primary care level. Divining without Seeds makes clear that routine use of appropriate diagnostic support should be part of every drug delivery plan in Africa and that diagnostic development should be given high priority.

Affirmative action: does it really counteract racism? Is it morally justifiable? On August 21, 2013, chemical weapons were unleashed on the civilian population in Syria, killing another 1,400 people in a civil war that had already claimed the lives of more than 140,000. As is all too often the case, the innocent found themselves victims of a violent struggle for political power. Such events are why human rights activists have long pressed for institutions such as the International Criminal Court (ICC) to investigate and prosecute some of the world’s most severe crimes: genocide, war crimes, and crimes against humanity. While proponents extol the creation of the ICC as a transformative victory for principles of international humanitarian law, critics have often characterized it as either irrelevant or dangerous in a world dominated by power politics. Christopher Rudolph argues in Power and Principle that both perspectives are extreme. In contrast to prevailing scholarship, he shows how the interplay between power politics and international humanitarian law have shaped the institutional development of international criminal courts from Nuremberg to the ICC. Rudolph identifies the factors that drove the creation of international criminal courts, explains the politics behind their institutional design, and investigates the behavior of the ICC.
