Yet, since the late twentieth century the United States has claimed more water space than land space, and more water space than perhaps any other country in the world. This watery version of the United States borders some twenty-one countries, particularly in the archipelagoes of the Pacific and the Caribbean. In Borderwaters Brian Russell Roberts dispels continental national mythologies to advance an alternative image of the United States as an archipelagic nation. Focusing in turn on the birth of the field of forensic engineering, Charles Babbage''s invention of a "self-registering apparatus" for railroad trains, flight-data and cockpit voice recorders ("black boxes"), the science of automobile crash-testing, and various accident-reconstruction techniques and technologies, Siegel shows how "forensic media" work to transmute disruptive chance occurrences into reassuring narratives of causal succession. Through historical and philosophical analyses, he demonstrates that forensic media are as much technologies of cultural imagination as they are instruments of scientific inscription, as imbued with ideological fantasies as they are compelled by institutional rationales. By rethinking the historical links and cultural relays between accidents and forensics, Siegel sheds new light on the corresponding connections between media, technology, and modernity.

Owing to long wait times, most urban poor cancer patients do not receive a diagnosis until it is too late to treat the disease effectively. Drawing on ethnographic fieldwork in the city''s largest cancer care NGO and at India''s premier public health hospital, Banerjee describes how, for these patients, a cancer diagnosis is often the latest and most serious in a long series of infrastructural failures. In the wake of these failures, Banerjee tracks how the disease then distributes itself across networks of social relations, testing these networks for strength and vulnerability. Banerjee demonstrates how living with and alongside cancer is to be newly awakened to the fragility of social ties, some already made brittle by past histories, and others that are retested for their capacity to support.

Noting that the gutting of social welfare programs has shifted the burden of solving problems to individuals, Denbow argues that the aggrandizement of innovation and the degradation of reproductive labor are intertwined facets of neoliberalism. She shows that the construction of innovation as a panacea to social ills justifies the accumulation of wealth for corporate innovators and the impoverishment of those feminized and racialized people who do the bulk of reproductive labor. Moreover, even innovative technology aimed at reproduction—such as digital care work platforms and noninvasive prenatal testing—obscure structural injustices and further devalue reproductive labor. By drawing connections between innovation discourse, the rise of neoliberalism, financialized capitalism, and the social and political degradation of reproductive labor, Denbow illustrates what needs to be done to destabilize the overvaluation of innovation and to offer collective support for reproduction.

From precolonial histories to the first Rwandan refugee camps during decolonization in the 1960s to the massive refugee camps in the 1990s, Rosenthal highlights the way that this area became a testing ground for novel forms of transnational aid to refugees that had global implications. As local and national actors, refugees, and international officials all attempted to control the lives and futures of refugee groups, they contested the authority of the nation-state and the international refugee regime. This history, Rosenthal demonstrates, illuminates how tensions between state and international actors divided people who share a common history, culture, and language across national borders.

In Systems of Control in International Adjudication and Arbitration, W. In Beyond Prejudice, Evelyn B. Pluhar defends the view that any sentient conative being—one capable of caring about what happens to him or herself—is morally significant, a view that supports the moral status and rights of many nonhuman animals. Confronting traditional and contemporary philosophical arguments, she offers in clear and accessible fashion a thorough examination of theories of moral significance while decisively demonstrating the flaws in the arguments of those who would avoid attributing moral rights to nonhumans. Exposing the traditional view—which restricts the moral realm to autonomous, fully fledged "persons"—as having horrific implications for the treatment of many humans, Pluhar goes on to argue positively that sentient individuals of any species are no less morally significant than the most automomous human. Her position provides the ultimate justification that is missing from previous defenses of the moral status of nonhuman animals. In the process of advancing her position, Pluhar discusses the implications of determining moral significance for children and "abnormal" humans as well as its relevance to population policies, the raising of animals for food or product testing, decisions on hunting and euthanasia, and the treatment of companion animals.
