Communications policy as been a fertile area for testing theories of regulation, subsidy and incentives, free speech, political participation, and the public interest. The capacities of new communications technology have changed markedly since much of the governing legislation in the communications field was written. Such a change is likely to continue and have considerable impact on specific communications sectors and in communications policy. This two volume set of analyses undertakes a review of telecommunications policy in transition—of actions taken and not taken, of goals pursued or ignored, of the adequacy of policy vehicles and their strengths and weaknesses. The authors evaluate three categories of policy problems: those of concept, scope, and judgment in communications policy; those specific to media industries and forces affecting them; and those concerning wider public policy concerns intersecting with communication.

Throughout, he illuminates the ethical and political implications of witnessing in an age of profound instability. By challenging readers to rethink their understanding of witnessing, testimony, and trauma in the context of interconnected crises, Richardson reveals the complex entanglements between witnessing and violence and the human and the nonhuman.

Focusing in turn on the birth of the field of forensic engineering, Charles Babbage''s invention of a "self-registering apparatus" for railroad trains, flight-data and cockpit voice recorders ("black boxes"), the science of automobile crash-testing, and various accident-reconstruction techniques and technologies, Siegel shows how "forensic media" work to transmute disruptive chance occurrences into reassuring narratives of causal succession. Through historical and philosophical analyses, he demonstrates that forensic media are as much technologies of cultural imagination as they are instruments of scientific inscription, as imbued with ideological fantasies as they are compelled by institutional rationales. By rethinking the historical links and cultural relays between accidents and forensics, Siegel sheds new light on the corresponding connections between media, technology, and modernity.

In Enduring Cancer Dwaipayan Banerjee explores the efforts of Delhi''s urban poor to create a livable life with cancer as patients and families negotiate an overextended health system unequipped to respond to the disease. Owing to long wait times, most urban poor cancer patients do not receive a diagnosis until it is too late to treat the disease effectively. Drawing on ethnographic fieldwork in the city''s largest cancer care NGO and at India''s premier public health hospital, Banerjee describes how, for these patients, a cancer diagnosis is often the latest and most serious in a long series of infrastructural failures. In the wake of these failures, Banerjee tracks how the disease then distributes itself across networks of social relations, testing these networks for strength and vulnerability. Banerjee demonstrates how living with and alongside cancer is to be newly awakened to the fragility of social ties, some already made brittle by past histories, and others that are retested for their capacity to support.

In From Migrants to Refugees Jill Rosenthal tells the history of how Rwandan migrants in a Tanzanian border district became considered either citizens or refugees as nation-state boundaries solidified in the wake of decolonization. Outlining the process by which people who have long lived and circulated across the Rwanda-Tanzania border came to have a national identity, Rosenthal reveals humanitarian aid’s central role in the ideological processes of decolonization and nation building. From precolonial histories to the first Rwandan refugee camps during decolonization in the 1960s to the massive refugee camps in the 1990s, Rosenthal highlights the way that this area became a testing ground for novel forms of transnational aid to refugees that had global implications. As local and national actors, refugees, and international officials all attempted to control the lives and futures of refugee groups, they contested the authority of the nation-state and the international refugee regime. This history, Rosenthal demonstrates, illuminates how tensions between state and international actors divided people who share a common history, culture, and language across national borders.

In Markets of Civilization Muriam Haleh Davis provides a history of racial capitalism, showing how Islam became a racial category that shaped economic development in colonial and postcolonial Algeria. French officials in Paris and Algiers introduced what Davis terms “a racial regime of religion” that subjected Algerian Muslims to discriminatory political and economic structures. These experts believed that introducing a market economy would modernize society and discourage anticolonial nationalism. Planners, politicians, and economists implemented reforms that both sought to transform Algerians into modern economic subjects and drew on racial assumptions despite the formally color-blind policies of the French state. Following independence, convictions about the inherent link between religious beliefs and economic behavior continued to influence development policies. Algerian president Ahmed Ben Bella embraced a specifically Algerian socialism founded on Islamic principles, while French technocrats saw Algeria as a testing ground for development projects elsewhere in the Global South. Highlighting the entanglements of race and religion, Davis demonstrates that economic orthodoxies helped fashion understandings of national identity on both sides of the Mediterranean during decolonization.

Pluhar defends the view that any sentient conative being—one capable of caring about what happens to him or herself—is morally significant, a view that supports the moral status and rights of many nonhuman animals. Confronting traditional and contemporary philosophical arguments, she offers in clear and accessible fashion a thorough examination of theories of moral significance while decisively demonstrating the flaws in the arguments of those who would avoid attributing moral rights to nonhumans. Exposing the traditional view—which restricts the moral realm to autonomous, fully fledged "persons"—as having horrific implications for the treatment of many humans, Pluhar goes on to argue positively that sentient individuals of any species are no less morally significant than the most automomous human. Her position provides the ultimate justification that is missing from previous defenses of the moral status of nonhuman animals. In the process of advancing her position, Pluhar discusses the implications of determining moral significance for children and "abnormal" humans as well as its relevance to population policies, the raising of animals for food or product testing, decisions on hunting and euthanasia, and the treatment of companion animals.
