Women have been actively involved the United States military for more than fifty years, but the ban on their participation in combat remains a hotly debated issue. In this provocative book Lorry M. Fenner, an active-duty Air Force intelligence officer, calls for opening all aspects of military service to women. Marie deYoung, a former Army chaplain, argues that keeping women out of combat is in the best interests of both sexes and crucial to the effectiveness of the military as a whole. Fenner bases her argument for inclusion of women on the idea that democracies require all citizens to compete in public endeavor and share in civic obligation. She contends that, historically, reasons for banning women from combat have been culturally biased. She argues that membership in a combat force should be based on capability judged against appropriate standards. Moreover, she maintains that excluding women hampers the diversity and adaptability that by necessity will characterize the armed forces in the twenty-first century. In contrast, deYoung declares that the different physical fitness standards for men and women would, in combat, lower morale for both sexes and put women at risk of casualty. Further, she contends that women have neither the physical or emotional strength to endure the overall brutality of the combat experience. She also asserts that calls for lifting the combat ban are politically motivated and are inconsistent with the principles of American democracy and the mission of national defense. With each author responding to the views of the other, their exchange offers a valuable synthesis of the issues surrounding a longstanding debate among policymakers, military personnel, and scholars of both military history and women’s studies.

During combat, soldiers make critical split-second choices about matters of life and death dozens of times a day. These individual decisions accumulate to determine the outcome of wars. In this book, Marcus Schulzke examines the theory and practice of how military ethics can guide conduct in counterinsurgency, which are particularly difficult operations because the opponent operates outside of the laws of war. Schulzke surveys the ethical traditions that militaries borrow from; compares ethics in practice in the US Army, British Army and Royal Marines Commandos, and Israel Defense Forces; and draws conclusions that may help militaries refine their approaches in future conflicts. The work is based on interviews with American, British, and Israeli soldiers who were deployed between 2000 and 2012, review of training materials and other official publications, published accounts from combat veterans, and observation of US Army focus groups with active duty soldiers. Examining three distinct national militaries illuminates positives and negatives of different approaches to military ethics. Schulzke makes a convincing argument that while moral warfare is an elusive goal, it is possible to make incremental improvements that can reduce war’s destructiveness while improving the success of counterinsurgency operations.

Even the most detailed exercises and wargames do not truly simulate combat and the fog of war. Thus, outside of their own combat, militaries have studied foreign wars as a valuable source of battlefield information. The effectiveness of this learning process, however, has rarely been evaluated across different periods and contexts. Through a series of in-depth case studies of the US Army, Navy, and Air Force, Brent L. Sterling creates a better understanding of the dynamics of learning from “other people’s wars,” determining what types of knowledge can be gained from foreign wars, identifying common pitfalls, and proposing solutions to maximize the benefits for doctrine, organization, training, and equipment. Other People’s Wars explores major US efforts involving direct observation missions and post-conflict investigations at key junctures for the US armed forces: the Crimean War (1854–56), Russo-Japanese War (1904–5), Spanish Civil War (1936–39), and Yom Kippur War (1973), which preceded the US Civil War, First and Second World Wars, and major army and air force reforms of the 1970s, respectively. The case studies identify learning pitfalls but also show that initiatives to learn from other nations’ wars can yield significant benefits if the right conditions are met. Sterling puts forth a process that emphasizes comprehensive qualitative learning to foster better military preparedness and adaptability.

Evolving Iran presents an overview of how the politics and policy decisions in the Islamic Republic of Iran have developed since the 1979 revolution and how they are likely to evolve in the near future. Despite the fact that the revolution ushered in a theocracy, its political system has largely tended to prioritize self-interest and pragmatism over theology and religious values, while continuing to reinvent itself in the face of internal and international threats. The author also examines the prospects for democratization in Iran. Since the early years of the twentieth century, Iranians have attempted to make their political system more democratic, yet various attempts to produce a system where citizens have a meaningful voice in political decisions have failed. This book argues that greater democratization is unlikely to occur in the short term, especially in light of increased threats from the international community. This accessible overview of Iran's political system covers a broad array of subjects, including foreign policy, human rights, women's struggle for equality, the development and evolution of elections, and the institutions of the political system including the Revolutionary Guards and Assembly of Experts. Why do women go to war? Despite the reality that female combatants exist the world over, we still know relatively little about who these women are, what motivates them to take up arms, how they are utilized by armed groups, and what happens to them when war ends. This book uses three case studies to explore variation in women’s participation in nonstate armed groups in a range of contemporary political and social contexts: the civil war in Ukraine, the conflicts involving Kurdish groups in the Middle East, and the civil war in Colombia. In particular, the authors examine three important aspects of women’s participation in armed groups: mobilization, participation in combat, and conflict cessation. In doing so, they shed light on women’s pathways into and out of nonstate armed groups. They also address the implications of women’s participation in these conflicts for policy, including postconflict programming. This is an accessible and timely work that will be a useful introduction to another side of contemporary conflict.

During the early years of the Iraq War, the US Army was unable to translate initial combat success into strategic and political victory. Iraq plunged into a complex insurgency, and defeating this insurgency required beating highly adaptive foes. A competition between the hierarchical and vertically integrated army and networked and horizontally integrated insurgents ensued. The latter could quickly adapt and conduct networked operations in a decentralized fashion; the former was predisposed to fighting via prescriptive plans under a centralized command and control. To achieve success, the US Army went through a monumental process of organizational adaptation—a process driven by soldiers and leaders that spread throughout the institution and led to revolutionary changes in how the army supported and conducted its operations in Iraq. How the army adapted and the implications of this adaptation are the subject of this indispensable study. A constructive model of engagement with unjust laws from the ground upThe current political atmosphere would suggest that law is imposed only from above, specifically by the chief executive acting upon some sort of perceived populist mandate. In Law from Below, Elisabeth Rain Kincaid argues that the theology of the early modern legal theorist and theologian, Francisco Suárez, SJ may be successfully retrieved to provide a constructive model of legal engagement for Christians today. Suárez’s theology was developed to combat an authoritarian view of law, suggesting that communities may work to change law from the ground up as they function within the legal system, not just outside it. Law from Below suggests that Suárez’s theory of law provides a theologically robust way to mount a counter-narrative to contemporary authoritarian theories of law, while still acknowledging the good in the rule of law and its imposition by a legislative authority. Suárez acknowledges the crucial contribution of citizens to improving law’s moral content, without removing the importance of law’s own authority or the role of the lawgiver. Law from Below argues that the dialogue between legislators and the community provides Christian activists with a range of options for constructively engaging with law in order to have a positive impact on society.

The United States and its allies have been fighting the Taliban and al-Qaeda in Afghanistan for a decade in a war that either side could still win. While a gradual drawdown has begun, significant numbers of US combat troops will remain in Afghanistan until at least 2014, perhaps longer, depending on the situation on the ground and the outcome of the US presidential election in 2012. Given the realities of the Taliban's persistence and the desire of US policymakers--and the public--to find a way out, what can and should be the goals of the US and its allies in Afghanistan? Afghan Endgames brings together some of the finest minds in the fields of history, strategy, anthropology, ethics, and mass communications to provide a clear, balanced, and comprehensive assessment of the alternatives for restoring peace and stability to Afghanistan. Presenting a range of options--from immediate withdrawal of all coalition forces to the maintenance of an open-ended, but greatly reduced military presence--the contributors weigh the many costs, risks, and benefits of each alternative. This important book boldly pursues several strands of thought suggesting that a strong, legitimate central government is far from likely to emerge in Kabul; that fewer coalition forces, used in creative ways, may have better effects on the ground than a larger, more conventional presence; and that, even though Pakistan should not be pushed too hard, so as to avoid sparking social chaos there, Afghanistan's other neighbors can and should be encouraged to become more actively involved. The volume's editors conclude that while there may never be complete peace in Afghanistan, a self-sustaining security system able to restore order swiftly in the wake of violence is attainable.
