The book introduces Legislative Conflict Theory. The theory suggests that conflict in legislatures in two-dimensional and that a moderate level of conflict will be most productive. The two types of conflict are policy differences and relational conflict. Using the US Congress as a testing ground, and novel indicators of both forms of conflict and legislative productivity, the book tests the theory various ways. The testing arrives at the conclusion that specific Congresses and historical eras, easily identified as more productive, experienced a median level of two-dimensional conflict. There are implications for effective legislative process in all political settings including democratically elected legislatures and ‘rubber stamp’ legislatures in authoritarian environments. In the end, the research makes the case for recruiting the right type of people to serve. However, the most effective legislators will be context dependent. In low conflict scenarios, rabble-rousers become the most effective legislators. When two-dimensional conflict is too high, the need is for disciplined-mannerly legislators committed to compromise.

Drawing on the dialogic writings of Bakhtin, Freire, and Habermas, this study reviews the five primary themes cited in active learning research: improvements in student concentration; socialization in disciplinary norms; scaffolding towards higher critical thinking; inclusion of non-traditional learning styles; and reduction of student absenteeism. Testing these findings in a discussion-based undergraduate college education classroom, this study finds significant improvements towards higher critical thinking skills, increased student concentration, and reduced student absenteeism. However, the study finds questionable effectiveness of discussion-based teaching for socializing undergraduate college education students in disciplinary norms.

The book explores three areas of reform efforts: attempts to limit the types of food that can be purchased, attempts to implement drug testing, and attempts to restrict Able Bodied Adults Without Dependents (ABAWDs) from accessing SNAP. These attempts at reform highlight the ways that reformers view SNAP recipients as not deserving of assistance. This book argues that these reform efforts are based on conceptions of the deserving and undeserving poor rather than concrete data about SNAP recipients, and warns that if states are allowed greater flexibility SNAP could be reformed in a way that significantly reduces enrollment and leaves many Americans without a safety net.

On the one hand, this is a story about teachers who care deeply about their students but are generally oblivious to the ways in which their words and behaviors reinforce dominant narratives about race and gender, constructing for their students a worldview in which race and gender do not matter despite their students’ lived experiences demonstrating otherwise. This is a story about dedicated, overworked teachers who are trying to keep their heads above water while meeting the myriad demands placed upon them in a climate of high-stakes testing. This is a story about the disconnect between those who mandate educational policy like superintendents and school boards and the teachers who are expected to implement those policies often with little or no input and few resources. This is ultimately a story, however, about how the institution of education itself operates in a “post-racial” and “post-gendered” society.

The main purpose of the book was to analyze heterogeneous political and institutional aspects in the development of such an arguably universal tool of modern democracy as e-government from the perspectives of two nations with completely different systems of governance and traditions of public administration and provide generalizations on objective institutional limitations that indirectly affect the implementation of political and administrative decision-making in this area by governments of the United States and Kazakhstan, representing respectively the typical federal and unitary state. This book is both a policy review and agenda setting research. By applying case studies of e-government strategies in these two different countries both at the national and local levels and analyzing corresponding legal and institutional foundations, it offers ways forward for further hypothesis testing and proposes a road map for e-government practitioners to improve the strategic policy in this area in Kazakhstan and other developing nations. It provides recommendations on how to improve the regulatory and methodological basis for effective implementation of interactive and transactional services as well as how to solve challenges of an organizational character in realization of e-government projects at the national level, for example, by resorting to a promising phenomenon of civic engagement and citizen-sourcing, creation of open data-driven platforms and provision of information security measures, project outreach in social media, etc.
