Based on more than ten years of research, All Students Can Succeed presents a comprehensive review of research related to Direct Instruction (DI), a highly structured method of teaching based on the assumption that all students can learn if given appropriate instruction. The authors identify over 500 research reports published over the last 50 years and encompassing almost 4,000 effect sizes, no doubt the largest meta-analysis of any single method of instruction ever published. Extensive statistical analyses show that estimates of DI’s effectiveness are consistent over time, with different research approaches, across different school environments, students from all types of backgrounds, different comparative programs, and both academic achievement and non-academic outcomes including student self-confidence. Effects are substantially stronger than those reported for other curricula. When students have DI for more time and when teachers implement the programs as designed, the effects are even stronger. Results indicate that DI has the potential to dramatically change patterns of student achievement in the United States. In an even-handed style accessible to policy makers, educators, and parents, the authors describe the theory underlying DI, its development, use, and history; systematically examine criticisms; and discuss policy implications. Extensive appendices provide detailed information for researchers.

For several hours in August 1787, the delegates to the Philadelphia Convention debated the two sentences defining treason that would serve as the only criminal law in the U.S. Constitution. As storied and controversial as this ancient crime was, the meaning of treason for the new democratic republic was difficult to foresee. Historian and lawyer Brian Carso demonstrates that although treason law was conflicted and awkward, the broader idea of treason gave recognizable shape to abstract ideas of loyalty, betrayal, allegiance, and political obligation in the United States. Taking an interdisciplinary approach, Carso begins by exploring the nature of loyalty and betrayal in a democratic republic, using examples ranging from Socrates in Plato''s Crito to the dilemma of Robert E. Lee in 1861 and the trial of Timothy McVeigh in 1997. Turning to legal history, the study considers the historical antecedents of the Treason Clause of the U.S. Constitution and examines the utility of American treason law as it was applied in a variety of cases, most notably in the 1807 trial of Aaron Burr, in which Supreme Court Justice John Marshall used twenty-five thousand words to explicate the Treason Clause. Finding that the antinomies of treason law in a democratic republic make successful prosecutions against treason nearly impossible, Carso turns to the political, intellectual, and cultural realms of civic life to identify and to explain the broader meaning of treason. The study investigates the perpetual condemnation of Benedict Arnold and the many ways treason animated civic discourse during the Civil war. By examining editorials, sermons, histories, orations, art, literature, and political cartoons, Carso identifies how the meaning of treason engaged the public imagination in a variety of compelling forms and instructed citizens on loyalty and betrayal outside the courtroom as much as within it.

This book explores new fiscal rules introduced in OECD countries and the relevance of fiscal rules for the unique fiscal policies and institutions in the United States. The rules in different countries are compared, with a more in depth analysis of two countries with arguably the most successful fiscal rules—Switzerland and Sweden. The study compares the challenge of fiscal consolidation facing the U.S. with that in other OECD countries. The centerpiece of the study is analysis of fiscal rules using a dynamic simulation model. A Swiss style fiscal rule is compared to an alternative fiscal rule proposed by Representative Amash, H.J.Res 24.The authors propose a new fiscal rule designed for the unique fiscal institutions in the U.S. Dynamic scoring is used to measure the impact of different fiscal rules on the federal budget, economic growth, and revenue. The effectiveness of the different fiscal rules is analyzed with respect to several criteria. A major objective of the rules is fiscal stabilization in the long run to bring debt/GDP ratios below tolerance levels. The fiscal rules are also designed for budget stabilization in the medium term, such that deficits in periods of recession are offset by surplus revenue in periods of economic expansion. The concluding section of the study explores the political economy of enacting new fiscal rules in the U.S. The study proposes fundamental changes in budget process required for the proposed fiscal rule to be effective. The study concludes with a discussion of alternative routes to enacting new fiscal rules, and the prospects for new fiscal rules to be enacted in the U.S.

Currently, liberal democracy is threatened by authoritarian movements, not just in the United States but also in societies around the world. The liberal arts arrests authoritarian tendencies by advancing what it shares with the citizens of a liberal democracy: autonomy and freedom. Autonomy is the capacity to make reasoned decisions about a host of political, social, and personal matters—independent of external parties who seek to control our lives for the sake of their ends and at the cost of our freedom. But autonomy depends on people being able to enter into discussions—what I call discourses of mutual respect—designed to test ideas in public against facts and good reasons. This discourse is facilitated by an enlarged culture through which individuals identify what they hold in common and by which individuals work to understand their differences. Now, authoritarian regimes reject autonomy because it empowers citizens to designate the boundaries and content of political authority. Liberal democracies, in contrast, embrace autonomy because it is the basis for the political institutions that provide civic equality—and through it—the freedom of citizens to control their destiny. Yet, ironically, an enlarged culture and the discourse of mutual respect that, together, sustain autonomy are not likely to be produced within a highly partisan political atmosphere of a liberal democracy. Still, a liberal democracy is open to the importation of these elements from the liberal arts. Thus, saving liberal democracy from authoritarianism depends on a robust liberal arts presence in society. What reforms of the liberal arts are needed to make this objective possible? Much rides on the answer to this question. For the fact is that if the liberal arts recedes to a whisper, liberal democracy is likely to be defeated by the authoritarian’s bluster-filled and always nihilist roar.
