Acting Alone: A Scientific Study of American Hegemony and Unilateral Use-of-Force Decision Making is a straight-forward analysis of unilateral U.S. military actions, which are dependent upon the power disparity between the U.S. and the rest of the world. In solving the puzzle as to why individual presidents have made the ''wrong'' decision to act alone, the author lays out a president''s behavior, during a crisis, as a two-step decision process. Acting Alone reviews the well-studied first decision, deciding to use force, based on international conflict literature and organized along traditional lines. The author then details the second decision, deciding to use unilateral force, with an explanation of the criticisms of multilateralism and the reasons for unilateralism. To test a new theory of unilateral use of force decision making, Acting Alone devises a definition and coding rules for unilateral use of force, develops a sequential model of presidential use of force decision making, and constructs a new, alternative measure of military power, a Composite Indicator of Military Revolutions (CIMR). It then uses three methods - a statistical test with a heckman probit model, an experiment, and case studies - to test U.S. crisis behavior since 1937. By applying these three methods, the author finds that presidents are realists and make expected utility calculations to act unilaterally or multilaterally after their decision to use force. The unilateral decision, in particular, positively correlates with a wide military gap with an opponent, an opponent located in the Western hemisphere, and a national security threat.

Every three years the world awaits the results of the Programme for International Student Assessment or PISA, the rankings of school systems overseen by the Organisation for Economic Co-operation and Development (OECD). Nations around the world look eagerly and apprehensively to see where their students rank on these tests of competence in, mainly, science, math and reading. This book provides a window into PISA and its power. What exactly is PISA? How are its tests developed? Who takes the test? What countries tend to outperform and which underperform? What do countries learn from PISA? Why is PISA both revered and feared? And, most importantly, does PISA improve education globally?The first PISA, in 2000, included 32 countries. In 2018, nearly eighty nations took part in PISA. That number is expected to double by 2030. This may mean that students in over 80% of the world’s countries will take the PISA exams. This book provides an original concept of authenticity to illuminate the transformation of Christian consciousness in the increasingly more secular and pluralistic culture of Western societies. The present work is unique in offering an in-depth study of Simmel’s sociology and philosophy in dialogue with an ethnographic account of contemporary Christians. It develops original concepts drawing on Simmel’s writings on individuality and religion and connecting them with classical and contemporary scholarship in sociology and philosophy. The theoretical framework is illustrated through an analysis of the narratives and practices of Christians in an evangelical church in the UK and several New Monastic communities in the UK, US, and Canada. The book proposes an understanding of belief as relational and experiential and a concept of authenticity, as self-transcendence articulated in dialogue with religious tradition and the Other. Religious tradition is developed through an on-going process of interpretation and sacralization of what is considered within and without the tradition’s boundaries. The book also proposes an innovative approach to the study of morality by distinguishing between a people-centered ethic (ethic of compassion) and a norm-centered ethic (ethic of purity) to account for the the different ways in which Christians engage with the Other. This allows an exploration of the relationship between ethics and the making and breaking of boundaries in a given community. The case studies in this book show that committed Christians attempt to reconcile commitment to their tradition with the value of inclusiveness and to affirm their moral and religious identity as a distinctive moral lifestyle, not superior, but of equal worth to those of non-Christians.

Secessionist (also called, nationalist, or pro-independence) political parties exist in many countries in the developed world; they raise—and then spend—a lot of money, win votes in elections, and their elected officials serve in seats in local, regional, and national parliaments. Yet, despite all of this effort, there has not been a successful case of secession since 1921 when the Irish Free State effectively seceded from the United Kingdom (UK). Perhaps the biggest issue is that these secessionist political parties have rarely been popular enough to form a government even amongst their core ethnic group. This is further compounded by the fact that secessionist parties have historically been unable to win support from immigrants or people outside their core ethnic and/or linguistic group. Given this context, four central questions are posed in this study including: whether—and also why—any of the secessionist parties have transitioned from ethnic-based to civic-based policy platforms? Why have these secessionist parties not yet achieved independence? And, what role does the European Union (EU) play in facilitating or deterring secession in independence-seeking regions within member states?This study examines three different cases—Flanders in Belgium, Scotland in the UK, and Catalonia in Spain—to investigate how secessionist political parties are approaching the issue of independence. All of the cases are different with respect to history, governmental structure, and economic situation. Yet all of the cases are similar in some ways—they are close to the same size (in terms of population), operate within mature democratic political systems, have distinct secessionist political parties, and all reside within member states of the EU. Categorically, in all cases, there are also shared influences of the ability of the region to secede: institutions, interests, and ideas.
