Rethinking fiscal and monetary policy in an economic environment of high debt and low interest rates. Policy makers in advanced economies find themselves in an unusual fiscal environment: debt ratios are historically high, and—once the fight against inflation is won—real interest rates will likely be very low again. This combination calls for a rethinking of the role of fiscal and monetary policy—and this is just what Olivier Blanchard proposes in Fiscal Policy under Low Interest Rates .There is a wide set of opinions about the direction that fiscal policy should take. Some, pointing to the high debt levels, make debt reduction an absolute priority. Others, pointing to the low interest rates, are less worried; they suggest that there is still fiscal space, and, if justified, further increases in debt should not be ruled out. Blanchard argues that low interest rates decrease not only the fiscal costs of debt but also the welfare costs of debt. At the same time, he shows how low rates decrease the room to maneuver in monetary policy—and thus increase the benefits of using fiscal policy, including deficits and debt, for macroeconomic stabilization. In short, low rates imply lower costs and higher benefits of debt.Having sketched what optimal policy looks like, Blanchard considers three examples of fiscal policy in action: fiscal consolidation in the wake of the Global Financial Crisis, the large increase in debt in Japan, and the current US fiscal and monetary policy mix. His conclusions hold practical implications for economic and fiscal policy makers, bankers, and politicians around the world.

This book examines a paradox: how scientific advice can be influential in society even when the status of science and scientists seems to be at a low ebb. The authors do this by means of an ethnographic study of the creation of scientific authority at one of the key sites for the interaction of science, policy, and society: the scientific advisory committee. The Paradox of Scientific Authority offers a detailed analysis of the inner workings of the influential Health Council of the Netherlands (the equivalent of the National Academy of Science in the United States), examining its societal role as well as its internal functioning, and using the findings to build a theory of scientific advising. The question of scientific authority has political as well as scholarly relevance. Democratic political institutions, largely developed in the nineteenth century, lack the institutional means to address the twenty-first century''s pervasively scientific and technological culture; and science and technology studies (STS) grapples with the central question of how to understand the authority of science while recognizing its socially constructed nature.

This condition permeates our lives under digital capitalism, whether we are “users,” who are what they click, or racialized workers in Asia and the Global South. Far from being a state of apathy, however, lethargy may hold the potential for social change. Hu explores digital lethargy through a series of works by contemporary artists, writers, and performers. These dispatches from the bleeding edge of digital culture include a fictional dystopia where low-wage Mexican workers laugh and emote for white audiences; a group that invites lazy viewers to strap their Fitbits to a swinging metronome, faking fitness and earning a discount on their health insurance premiums; and a memoir of burnout in an Amazon warehouse. These works dwell within the ordinariness and even banality of digital life, redirecting our attention toward moments of thwarted agency, waiting and passing time. Lethargy, writes Hu, is a drag: it weighs down our ability to rush to solutions, and forces us to talk about the unresolved present.

Sometimes, interacting with digital platforms, we want to be passive—in those moments of dissociation when we scroll mindlessly rather than connecting with anyone, for example, or when our only response is a shrugging “lol.” Despite encouragement by these platforms to “be yourself,” we want to be anyone but ourselves. Tung-Hui Hu calls this state of exhaustion, disappointment, and listlessness digital lethargy . This condition permeates our lives under digital capitalism, whether we are “users,” who are what they click, or racialized workers in Asia and the Global South. Far from being a state of apathy, however, lethargy may hold the potential for social change. Hu explores digital lethargy through a series of works by contemporary artists, writers, and performers. These dispatches from the bleeding edge of digital culture include a fictional dystopia where low-wage Mexican workers laugh and emote for white audiences; a group that invites lazy viewers to strap their Fitbits to a swinging metronome, faking fitness and earning a discount on their health insurance premiums; and a memoir of burnout in an Amazon warehouse. These works dwell within the ordinariness and even banality of digital life, redirecting our attention toward moments of thwarted agency, waiting and passing time. Lethargy, writes Hu, is a drag: it weighs down our ability to rush to solutions, and forces us to talk about the unresolved present.

Dictators have erased people from photographs and from history. Politicians have manipulated photos for short-term political gain. Altering photographs in the predigital era required time-consuming darkroom work. Today, powerful and low-cost digital technology makes it relatively easy to alter digital images, and the resulting fakes are difficult to detect. The field of photo forensics—pioneered in Hany Farid''s lab at Dartmouth College—restores some trust to photography. In this book, Farid describes techniques that can be used to authenticate photos. He provides the intuition and background as well as the mathematical and algorithmic details needed to understand, implement, and utilize a variety of photo forensic techniques. Farid traces the entire imaging pipeline. He begins with the physics and geometry of the interaction of light with the physical world, proceeds through the way light passes through a camera lens, the conversion of light to pixel values in the electronic sensor, the packaging of the pixel values into a digital image file, and the pixel-level artifacts introduced by photo-editing software. Modeling the path of light during image creation reveals physical, geometric, and statistical regularities that are disrupted during the creation of a fake. Various forensic techniques exploit these irregularities to detect traces of tampering. A chapter of case studies examines the authenticity of viral video and famously questionable photographs including “Golden Eagle Snatches Kid” and the Lee Harvey Oswald backyard photo.

At the same time, energy-intensive cooling technologies are widely used as a means of preservation. Technologies of cryopreservation support global food chains, seed and blood banks, reproductive medicine, and even the preservation of cores of glacial ice used to study climate change. In many cases, these practices of freezing life are an attempt to cheat death. Cryopreservation has contributed to the transformation of markets, regimes of governance and ethics, and the very relationship between life and death. In Cryopolitics , experts from anthropology, history of science, environmental humanities, and indigenous studies make clear the political and cultural consequences of extending life and deferring death by technoscientific means. The contributors examine how and why low temperatures have been harnessed to defer individual death through freezing whole human bodies; to defer nonhuman species death by freezing tissue from endangered animals; to defer racial death by preserving biospecimens from indigenous people; and to defer large-scale human death through pandemic preparedness. In Creative Hustling , Robin Steedman takes a closer look at these remarkable women filmmakers, viewing them not only as auteurs, but also as entrepreneurs, who are taking the lead in creating a vibrant, and atypical, screen media industry. To understand their achievement, Steedman theorizes hustling as not only a practice born out of necessity but also an inventive labor in its own right—one that can create new spaces of community by carving new entrepreneurial pathways.Through original empirical field research gathered over eight months in Nairobi, Steedman describes how female filmmakers go about trying to create their films, as well as the challenges they face in distributing those films in their local market. Along the way, she traces the history of the industry over the last fifteen years, the lack of state support for these filmmakers’ undertakings, the low social standing of the profession, and the transnational conflicts that arise when Euro-American funding is at the heart of Kenyan cinema.
