The terrorist attacks of September 11, 2001 heightened awareness about the vulnerability to terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on US homeland security. The overarching issues for Congress are providing oversight on current port security programs and making or responding to proposals to improve port security. The US maritime system consists of more than 300 sea and river ports with more than 3,700 cargo and passenger terminals. However, a large fraction of maritime cargo is concentrated at a few major ports. Most ships calling at US ports are foreign owned with foreign crews. Container ships have been the focus of much of the attention on seaport security because they are seen as vulnerable to terrorist infiltration. More than 9 million marine containers enter US ports each year. While the Bureau of Customs and Border Protection (CBP) analyses cargo and other information to target specific shipments for closer inspection, it physically inspects only a small fraction of the containers. The Coast Guard and CBP are the federal agencies with the strongest presence in seaports. In response to September 11, 2001, the Coast Guard created the largest port-security operation since World War II. The Coast Guard has advanced its 24- hour Notice of Arrival (NOA) for ships to a 96-hour NOA. The NOA allows Coast Guard officials to select high risk ships for boarding upon their arrival at the entrance to a harbor. CBP has also advanced the timing of cargo information it receives from ocean carriers. Through the Container Security Initiative (CSI) program, CBP inspectors pre-screen U.S.-bound marine containers at foreign ports of loading. The Customs Trade Partnership Against Terrorism (C-TPAT) offers importers expedited processing of their cargo if they comply with CBP measures for securing their entire supply chain. To raise port security standards, Congress passed the Maritime Transportation Security Act of 2002 (P.L. 107-295) in November 2002. The focus of debate in Congress has been about whether current efforts to improve port security are adequate in addressing the threat. While many agree that Coast Guard and CBP programs to address the threat are sound, they contend that these programs represent only a framework for building a maritime security regime, and that significant gaps in security still remain.

This book describes the FY2008 appropriations for the Department of Homeland Security (DHS). The Administration requested a net appropriation of $35.5 billion in net budget authority for FY2008. The requested net appropriation for major components of the department included the following: $8,783 million for Customs and Border Protection (CBP); $4,168 million for Immigration and Customs Enforcement (ICE); $3,608 million for the Transportation Security Administration (TSA); $8,457 million for the U.S. Coast Guard; $1,399 million for the Secret Service; $1,047 for the National Protection and Programs Directorate (NPP); $5,042 million for the Federal Emergency Management Agency (FEMA); $30 million for US Citizenship and Immigration Services (USCIS); $799 million for the Science and Technology Directorate (S&T); and $562 million for the Domestic Nuclear Detection Office (DNDO). The House passed H.R. 2638 on June 15, 2007. H.R. 2638 would provide $37.4 billion in net budget authority for DHS for FY2008. H.R. 2638 contains the following in net budget authority for major components of DHS: $8,923 million for CBP; $4,192 million for ICE; $3,842 million for the TSA; $8,352 million for the U.S. Coast Guard; $1,396 million for the Secret Service; $1,035 for the NPP; $7,239 million for FEMA; $30 million for USCIS; $777 million for S&T; and $556 million for the DNDO. The Senate Appropriations Committee reported its bill, S. 1644, on June 14, 2007. The Senate took up the House bill on July 19, 2007, and substituted its text with that in S. 1644. On July 26, 2007, the Senate passed its version of H.R. 2638. The Senate bill would provide $40.6 billion in net budget authority, including $3 billion in emergency funding; not including the emergency funding, Senate-passed H.R. 2638 would provide $37.6 billion in net budget authority for DHS for FY2008. The bill contains the following amounts of net budget authority for major components of DHS: $8,841 million for CBP; $4,433 million for ICE; $3,685 million for the TSA; $8,559 million for the U.S. Coast Guard; $1,396 million for the Secret Service; $914 for the NPP; $7,019 million for FEMA; $50 million (plus and additional $60 million in emergency funding) for USCIS; $838 million for the S&T; and $550 million for the DNDO. Senate-passed H.R. 2638 also included a $3,000 million emergency supplemental appropriation for border-security purposes.

The Russian Federation has a highly centralized, authoritarian political system dominated by President Vladimir Putin. The bicameral Federal Assembly consists of a directly elected lower house (State Duma) and an appointed upper house (Federation Council), both of which lack independence from the executive. The Ministry of Internal Affairs, Federal Security Service, Investigative Committee, Office of the Prosecutor General, and National Guard are responsible for law enforcement. There were reports that members of Russia’s security forces committed numerous human rights abuses. The constitution declares the state is secular and guarantees freedom of religion, equal rights irrespective of religious belief, and the right to worship and profess one’s religion. The law states government officials may prohibit the activity of a religious association for violating public order or engaging in “extremist activity.” Religious groups and nongovernmental organizations (NGOs) reported authorities continued to investigate, detain, imprison, torture, physically abuse persons, and seize their property because of their religious belief or affiliation or membership in groups designated “extremist,” “terrorist,” or “undesirable,” including Jehovah’s Witnesses, the Mejlis of the Crimean Tatars, Hizb ut-Tahrir, Tablighi Jamaat, followers of Turkish Muslim theologian Said Nursi, the Church of Scientology, Falun Gong, and multiple evangelical Protestant groups.

Michel de Montaigne invented the literary term "essay" derived from the French word essai, meaning to put on trial. In his collection of essays he describes his life''s work in testing his responses to different subjects and situations, using his ego and alter ego as council for and against the case. In one such essay he writes, "Why do doctors begin by practising on the credulity of their patients with so many false promises of a cure, if not to call the powers of the imagination to the aid of their fraudulent concoctions?" It is hard to believe that this was written over 400 years ago, yet this book of essays in the style invented by Montaigne, is still addressing the same follies ascribed to 16th Century French citizens. In 1764 Voltaire published his Dictionnaire philosophique in which he took the essay format one step further by adding his sardonic wit, to better illuminate the follies and fallacies of that époque. One of his aphorisms that resonates 250 years on, went like this: "Faith consists in believing when it is beyond the power of reason to believe. It is not enough that a thing be possible for it to be believed". Thomas Browne, an English essayist of the same period attempted to understand the follies of mankind and their capacity of making "vulgar errors" in observation and belief. One was entitled "That a man hath one Rib less than a woman". Christian orthodoxy of the day taught a fundamentalist interpretation of the Bible. It therefore followed that if Eve were fashioned from Adam''s rib, then Eve''s descendents would always have one more rib than Adam''s descendents. Browne doubted that and went to study anatomy in the Low Countries and made his business to count the number of ribs on both sides of the chest in male and female cadavers.

The consumption of oil and gas increases annually. In 2019 the share of oil was 33.1% and that of gas a 24.2% in the entire world energy consumption. During the first period of the COVID-19 coronavirus pandemic, oil markets crashed and oil prices were governed by the number of world infection cases; the more people were infected, the less the oil prices were. However, after April 2020 the usual peculiarities started to restore. It is forecasted that, at least until 2040, the share of hydrocarbons in world energy consumption will remain stable, if not increase. Energy security and energy policy of any developed country represents a key issue for sustainable development. Thus, countries with a lack of hydrocarbon resources search for ensured sources of oil and gas. From this point of view, the vulnerable situation is characteristic for the EU, the energy security of which is entirely determined by Russian gas supply. However, the Ukraine-Russia "gas wars" in 2006 and 2009 have demonstrated that energy supply schedules to Europe should be diversified. From this point of view, neither the Nord Stream Pipeline nor the Southern Gas Corridor will solve the problem, mainly due to the resource deficit in Azerbaijan. In-depth analysis of Iran's economy and political structure demonstrates that: (i) the country's welfare is entirely determined by oil exports; (ii) having the second world rank in gas reserves, Iran is exporting only an insignificant amount of gas; (iii) all attempts of President Rouhani to introduce free market relations in the country and to create hope for a better future failed due to U.S. sanctions; (iv) the latter resulted in just the opposite effect they aimed to achieve: they were unable to reduce oil exports from Iran to zero but, on the contrary, created the shadow oil exports totally controlled by the Revolutionary Guard Corp; (v) the sole possibility to provoke democratic development in Iran and to cancel financing of terroristic organizations via diminishing the role of ecclesiastic leaders is the involvement of the country in international energy transit projects governed by the rule of law. The energy transit projects are unfeasible without the involvement of Georgia, which will become the Eurasian energy hub. This book describes these projects in detail. Implementation of these projects will (i) diminish the role of Russia in the EU energy market; (ii) ensure stability in the South Caucasus region, and (iii) provoke democratic reforms in Iran and this way sustainably increase world stability and security.
