Food away from home (FAFH) is a sizeable component of total food consumption and the nutritional intake of U.S. adults and children. FAFH also, therefore, constitutes a large and growing portion of the food budget. In 2009, the annual average household expenditure on FAFH was $2,619 or approximately 41 percent of the food budget for an average U.S. household, compared with $1,320, or approximately 29 percent of the food budget in 1984. Recent findings suggest that FAFH may contribute significantly to obesity and poor dietary quality in the United States. Given the potential significance of FAFH for dietary quality and nutrition, policies designed to influence nutritional outcomes should address the role of FAFH. This book estimates the demand for desegregated FAFH and Food at Home (FAH) products, as elements of an unconditional system of demand equations in a two-stage budgeting process. Statistically significant cross-price relationships, between and within groups of foods, using the first and second stage estimates, underscore the potential usefulness of considering all foods, not just a subset of foods, in evaluating policies targeting nutrition and health outcomes.

Food aid is hard to summarise succinctly due to many related issues, but in general it is about providing food and related assistance to tackle hunger, either in emergency situations, or to help with deeper, longer term hunger alleviation and achieve food security (where people do not have to live in hunger or in fear of starvation). International concessional flows in the form of food or of cash to purchase food in support of food assistance programs. The tying of food aid with conditions that benefit the donor has been one of the reasons food aid has not been effective, and criticised for benefiting multinational food companies and donor nations more than recipients. Food aid constituted over 20% of global aid flows in the 1960s, but is now less than 5%. Yet, it is still important because of the prevalence of world hunger and the increase in food emergencies in the past decade. The decline of food aid, as well as the way in which it is delivered and used, are therefore of importance.

U.S. food prices never seem to decline. Higher farm commodity prices and energy costs are the leading factors behind higher food prices. Farm commodity prices have surged because (1) demand for corn for ethanol is competing with food and feed for acreage; (2) global food grain and oilseed supplies are low due to poor harvests; (3) the weak dollar has increased U.S. exports; (4) rising incomes in large, rapidly emerging economies have changed eating habits; and (5) input costs have increased. Higher energy costs increase transportation, processing, and retail costs. Although the cost of commodities such as corn or wheat are a small part of the final retail price of most food products, they have risen enough to have an impact on retail prices. Generally, price changes at the farm level have a diminished impact on retail prices, especially for highly processed products. The impact of higher food prices on U.S. households varies according to income. Lower-income households spend a greater portion of their income on food and feel price hikes more acutely than high-income families. Higher food costs impact domestic food assistance efforts in numerous ways depending on whether benefits are indexed, enrolments are limited, or additional funds are made available. Higher food and transportation costs also reduce the impact of U.S. contributions of food aid under current budget constraints.

Reducing food loss would likely reduce food prices in the United States and the rest of the world, though the effects depend on the nature of supply, including import and export considerations.
