Within the last fifty years, most developing countries have made health and educational advances that took nearly two centuries in the industrialized countries. This book presents retrospective studies of ten developing countries that managed to exceed the scope and pace of social achievement of other developing countries, with many of their social indicators now being comparable with those of industrialized countries. This book attempts to learn the lesson of their success. Half the ten countries studied have combined rapid economic growth with social achievement, and are now considered to have high-performing economies. Significantly, the high-growth economies achieved social progress very early in the development process, when national incomes were still low. Others grew more slowly and experienced interrupted growth. However, they demonstrate that it is possible to achieve a high level of social development even without a thriving economy, if the government sets the right priorities. All ten countries achieved sustained improvement in child survival and educational levels despite low incomes, precisely because the investment required for the provision of basic services is low in cost but high in effectiveness. The cases chosen represent all the developing regions, and offer a variety of routes to high educational status, decreased child mortality, and low fertility. The book provides valuable guidance to policy-makers in developing countries in every region seeking to replicate these successful social experiments.

The resource curse is a variant of a wider rent curse that can also be driven by geopolitical rent, regulatory rent, and labour rent. Total rent can therefore be from one-tenth to two-fifths of GDP and sometimes more. Rent is detached from the activity that generates it and is up for grabs so it feeds contents for its capture and its deployment can radically impact the development trajectory for better or worse, all too often for worse.The Rent Curse: Natural Resources, Policy Choice, and Economic Development studies two rent driven models to suggest that low rent incentivizes the elite to grow the economy efficiently, whereas high rent encourages rent siphoning for immediate enrichment at the expense of long-term growth. It looks at low rent Mauritius and high rent Trinidad and Tobago to show that low rent stimulates rapid and relatively egalitarian economic growth with incremental democratization, whereas high rent inhibits competitive diversification and frequently causes protracted growth collapses. W. Arthur Lewis, the founding father of development economics, proposed a dualist model of economic development in which ''surplus'' (predominantly under-employed) labour shifted from lower to higher productivity work. In practice, historically, this meant that labour was initially drawn out of subsistence agriculture into low-wage, labour-intensive manufacturing, including in clothing production, before shifting into higher-wage work. This development strategy has become unfashionable. The International Labour Organisation (ILO) worries that low-wage, labour-intensive industry promises little more than an impoverishing ''race to the bottom''. Inclusive Dualism: Labour-intensive Development, Decent Work, and Surplus Labour in Southern Africa argues that decent work fundamentalism, that is the promotion of higher wages and labour productivity at the cost of lower-wage job destruction, is a utopian vision with potentially dystopic consequences for countries with high open unemployment, many of which are in Southern Africa. Using the South African clothing industry as a case study Inclusive Dualism argues that decent work fundamentalism ignores the inherently differentiated character of industry resulting in the unnecessary destruction of labour-intensive jobs and the bifurcation of society into highly-paid, high-productivity insiders and low-paid or unemployed outsiders. It demonstrates the broader relevance of the South Africa case, examining the growth in surplus labour across Africa. It shows that low- and high-productivity firms can co-exist, and challenges the notion that a race to the bottom is inevitable. Inclusive Dualism instead favours multi-pronged development strategies that prioritise labour-intensive job creation as well as facilitating productivity growth elsewhere without destroying jobs.

This book examines the tone and accent of Oklahoma Cherokee, in which six possible pitch patterns can occur on a syllable: low, high, low-high, high-low, lowfall, and superhigh. It provides a comprehensive description and analysis of these patterns, examining their distribution, their source, the principles that determine their positions, and the nature of tonal alternations. The tone and accent of Oklahoma Cherokee displays some typologically unusual features, such as the glottal stop as the historical source for both high and lowfall tones, the coexistence of tonal and accentual systems, the existence of multiple accentual systems, and the morphosyntactic use of accents. Studies on tones in general have focused mainly on analytical languages or languages with little morphology, but Cherokee is unique in that it is polysynthetic at the same time as tonal. The emergence of tones in Oklahoma Cherokee is recent and its source is easily traceable, but the language has already developed a complex tonal alignment and tonal phonology. Hiroto Uchihara''s description of tone and accent in Oklahoma Cherokee will not only contribute to a deeper understanding of the sound system of Cherokee, but will also advance the historical study of Iroquoian languages as a whole, and the typological study of tonal and accentual systems more generally.
