In the ''New Normal'' central banks set their interest rate to zero and print money through massive quantitative easing, while finance ministries run huge fiscal deficits. Yet inflation remains minimal. Zero Interest Policy and the New Abnormal explains why. It also explains why the New Normal is really the New Abnormal, and why it can''t last. This study traces the academic roots of the New Abnormal to a conceptual confusion about the ''natural rates of interest'', and postmodernism in macroeconomics, exemplified by the DSGE (dynamic stochastic general equilibrium) movement.It develops a theory of ''existential risk'' which is concerned with the collapse of political economies such the Bretton Woods system and the New Abnormal. The book demonstrates that existential risk expresses itself in the growing gap between the natural rate of interest, measured by the rate of return on capital, and the real rate of interest, as well as in the development of cryptocurrencies. Beenstock develops a theory of ''kinetic inflation'' based on Keynes'' liquidity trap, which accounts for the absence of inflation in the New Abnormal, and predicts its outbreak when zero interest policy ends. He also explores the adverse social consequences of the New Abnormal for fertility, pensions, house prices, economic inequality, and intergenerational equity and establishes a causal link from the New Abnormal to Covid-19 mitigation policy, and from the latter to the intensification of the New Abnormal.Finally, it assesses the prospects for ending the New Abnormal, and an orderly return to the Old Normal. The alternative is to crash-out of the New Abnormal chaotically.

But how can we make sure that every person has a decent minimum income allowing for a life with dignity in societies rich enough to afford such a right? How can we ensure that minimum income support is cost-effective and compatible with other goals such as promoting work effort, self-reliance, and upward mobility? How can political support for such schemes be fostered and made robust?Zero Poverty Society assesses the current state of minimum income protection in the rich world, building on original empirical analysis. It also engages with debates on topics as diverse as optimal targeting and means-testing, administrative complexity, non-take-up, behavioural economics, the political economy of minimum income protection, and basic income. Marchal and Marx conclude that more adequate poverty prevention is possible, without the costs having to be prohibitive. However, they are sceptical about ''silver-bullet'' solutions such as basic income. Adequate minimum income protection is not a matter of getting one scheme or policy right. It is a matter of getting multiple policy levers right, in the right configuration. Incremental, context-conscious expansion is the way forward if we really care about the most vulnerable.

Most African countries are in dire need of more tax revenue. In 28 out of 45 countries with a value-added tax (VAT), total tax revenue as a percentage of GDP is around 15% or less, falling short of what is necessary to finance basic human and economic development. Far from being revenue-raising instruments, current African VATs are riddled with exemptions, exclusions, and zero rates on domestic goods and services that depress revenue, are highly distortionary, and greatly complicate the administration of VAT. Modernizing VATs in Africa enables policymakers, professionals, and students to analyse African tax systems to ascertain how they can be modernized. It explains the case for VAT base-broadening over rate-increasing, arguing that exemptions and zero rates mainly accrue benefits for higher-income groups. Even more persuasively, it demonstrates that the net result of fiscal systems can be equalizing if the revenue of broad-based VATs is used to finance in-kind transfers, such as healthcare and education. VAT modernization should be used to enable governments to finance development; Modernizing VATs in Africa puts a compelling case forward for how and why this can be achieved.

Jelley explores the challenges in achieving this; notably, geopolitical tensions, lack of grid infrastructure, permitting (planning) issues, the availability of finance in the global South, and the vested interests in fossil fuels. Cities are complex, sprawling, diverse places. They are organized, but disorganized; managed, but unmanaged; orderly, but disorderly. Modern metropolitan cities reproduce themselves and we are familiar with the common icons that are replicated in every part of the globe, but how should we understand cities?For the past five years, Professor Czarniawska has been leading a research project on globalization and the management of cities. Rather than seeing the city as a conurbation, or a location of economic activity, or in terms of governance and administration, Czarniawska explores the city as an action net. An action net of this sort includes various organizations-municipal, state, private, and voluntary-and non-organized individuals. Such an approach was designed to avoid the fallacy of viewing the big city as one big organization. The city is thus conceived as a particularly complex and disorderly action net; a seamless web of interorganizational networks, where the city administration proper constitutes just one point of entry and by no means provides a map of the entire terrain. The research focuses on three European capitals: Warsaw, Stockholm, and Rome. At the outset, leading politicians and officials in each city listed the major problems and projects that the city was engaged in, for example environmental reforms, improvement of public utilities, privatization, financial targets, etc. The author selected a number of these for more detailed study, reporting upon interesting similarities and differences between the approaches taken. The book aims to explore organizing processes in their local context while following the connections between such contexts.

This book develops a new approach to measuring the total returns to human resource development through investment in education. Drawing on microanalytic foundations, it uses regional and worldwide data to estimate the net marginal contributions of education and new knowledge both to economic growth and to wider effects on democratization, human rights, political stability, health, net population growth rates, reduction of poverty, inequality in income distribution, crime, drug use, and the environment. The total impact of education policy changes on endogenous development is then estimated using an interactive model. This new approach is important to industrialized and developing countries alike. The diffusion of knowledge and the adaptation of new techniques has been identified as crucial to the growth process in the new endogenmous growth models, and is of increasing strategic importance in current knowledge-based globalizing economies. Similarly, the non-monetary returns from education are important in improving human welfare. Measurement of these non-market returns is a crucial but much neglected subject. It has proved frustrating, and existing microanalytic measures have proved piecemeal. The new approach developed here offers some comprehensive estimates and simulation techniques for finding more cost-effective policies, and also suggests new hypotheses for further microanalytic testing.
