Testing Hearing: The Making of Modern Aurality argues that the modern cultural practices of hearing and testing have emerged from a long interrelationship. Since the early nineteenth century, auditory test tools (whether organ pipes or electronic tone generators) and the results of hearing tests have fed back into instrument calibration, human training, architecture, and the creation of new musical sounds. Hearing tests received a further boost around 1900 as a result of injury compensation laws and state and professional demands for aptitude testing in schools, conservatories, the military, and other fields. Applied at large scale, tests of seemingly small measure-of auditory acuity, of hearing range-helped redefine the modern concept of hearing as such. During the twentieth and twenty-first centuries, the epistemic function of hearing expanded. Hearing took on the dual role of test object and test instrument; in the latter case, human hearing became a gauge by which to evaluate or regulate materials, nonhuman organisms, equipment, and technological systems. This book considers both the testing of hearing and testing with hearing to explore the co-creation of modern epistemic and auditory cultures. The book''s twelve contributors trace the design of ever more specific tests for the arts, education and communication, colonial and military applications, sociopolitical and industrial endeavors. Together, they demonstrate that testing as such became an enduring and wide-ranging cultural technique in the modern period, one that is situated between histories of scientific experimentation and many fields of application.

Americans today choose from a dizzying array of schools, loosely lumped into categories of "public" and "private." How did these distinctions emerge in the first place, and what do they tell us about the more general relationship in the United States between public authority and private enterprise? In Public vs. Private, Robert N. Gross describes how, more than a century ago, public policies fostered the rise of modern school choice. In the late nineteenth century, American Catholics began constructing rival, urban parochial school systems, an enormous and dramatic undertaking that challenged public school systems'' near-monopoly of education. In a nation deeply committed to public education, mass attendance in Catholic schools produced immense conflict. States quickly sought ways to regulate this burgeoning private sector and the competition it produced, even attempting to abolish private education altogether in the 1920s. Ultimately, however, Gross shows how the public policies that resulted produced a stable educational marketplace, where choice flourished. The creation of the educational marketplace that we have inherited today--with systematic alternatives to public schools--was as much a product of public power as of private initiative. Gross also demonstrates that schools have been key sites in the development of the American legal conceptions of "public" and "private". Landmark Supreme Court cases about the state''s role in regulating private schools, such as the 1819 Dartmouth v. Woodward decision, helped define and redefine the scope of government power over private enterprise. Judges and public officials gradually blurred the meaning of "public" and "private," contributing to the broader shift in how American governments have used private entities to accomplish public aims. As ever more policies today seek to unleash market forces in education, Americans would do well to learn from the historical relationship between government, markets, and schools.

Concerns about censorship have once again reached a fever pitch across the liberal West. In other historical periods, such concerns may have marked reactions to book bans and burnings. Often, they followed prosecutions and subsequent jailtime for things spoken or written. During the Red Scare, they were the hushed response to chilling state-sponsored watch-lists and employer-supported blacklists designed to ensure victory against communism. Against this history, complaints about the new censorship appear differently. With respect to the new censorship, there are no books burnings, no prosecutions, no laws or committees. Indeed, there is no coercive state involvement at all. With a few notable exceptions, complaints about censorship in the 21st-century West are complaints about the behavior of private parties: social groups, employers, media conglomerates, social media platforms, and search engines. This book tells the story of how Confederate civilians in the Old Dominion struggled to feed not only their stomachs but also their souls. Although demonstrating the ways in which the war created many problems within southern communities, Virginia''s Private War: Feeding Body and Soul in the Confederacy, 1861-1865 does not support scholars who claim that internal dissent caused the Confederacy''s downfall. Instead, it offers a study of the Virginia home front that depicts how the Union army''s continued pressure created destruction, hardship, and shortages that left the Confederate public spent and demoralized with the surrender of the army under Robert E. Lee. This book, however, does not portray the population as uniformly united in a Lost Cause. Virginians complained a great deal about the management of the war. Letters to the governor and to the Confederate secretary of war demonstrate how dissent escalated to dangerous proportions by the spring and summer of 1863. Women rioted in Richmond for food. Soldiers left the army without permission to check on their families and farms. Various groups vented their hatred on Virginias rich men of draft age who stayed out of the army by purchasing substitutes. Such complaints, ironically, may have prolonged the war, for some of the Confederacy''s leaders responded by forcing the wealthy to shoulder more of the burden for prosecuting the war. Substitution ended, and the men who stayed home became government growers who distributed goods at reduced cost to the poor. But, as the case is made in Virginias Private War, none of these efforts could finally overcome an enemy whose unrelenting pressure strained the resources of Rebel Virginians to the breaking point. Arguing that the state of Virginia both waged and witnessed a "rich man''s fight" that has until now been downplayed or misunderstood by many if not most of our Civil War scholars, William Blair provides in these pages a detailed portrait of this conflict that is bold, original, and convincing. He draws from the microcosm of Virginia several telling conclusions about the Confederacy''s rise, demise, and identity, and his study will therefore appeal to anyone with a taste for Civil War history--and Virginia''s unique place in that history, especially.

When governments use eminent domain to transfer property between private owners, Americans are outraged-or so most media and academic accounts would have us believe. But these accounts obscure a much more complex reality in American conceptions of property. In this book, Debbie Becher presents the first comprehensive study of a city''s eminent domain acquisitions, exploring how and why the City of Philadelphia took properties between 1992 and 2007 and which takings led to protests. She uses original data-collected from city offices and interviews with over a hundred residents, business owners, community leaders, government representatives, attorneys, and appraisers-to explore how eminent domain really works.Becher surprises readers by finding that the city took over 4,000 private properties, or one out of every hundred such properties in Philadelphia, during her study period. Furthermore, these takings only rarely provoked opposition-a fact that established views on property are ill-equipped to explain.To investigate how Americans judge the legitimacy of eminent domain, Becher devotes several chapters to two highly controversial sets of takings for redevelopment projects. The American Street takings were intended to win popular support for redevelopment and initially succeeded in doing so, but it ended as a near total failure and embarrassment. Since the 1990s, private military and security companies (PMSCs) have intervened in civil wars around the globe. International, legally registered corporate actors have assisted governments with a myriad of tasks including combat support, logistics, army and police training, intelligence analysis, and guard services. However, reports that such contractors have been responsible for human rights abuses have spurred the need to evaluate the industry''s impact on conflicts. Are these contractors effective in curbing violence or does emphasis on profit and lack of accountability get in the way? And how can governments improve PMSCs'' commitment to contractual obligations, including adherence to international humanitarian laws?This book identifies two market forces that impact PMSCs'' military effectiveness: local or conflict-level competition and global or industry-level competition. Specifically, Seden Akcinaroglu and Elizabeth Radziszewski challenge the assumption that interventions by profit-driven coporations are likely to destabilize areas engaged in war, and provide data that private contractors do contribute to conflict termination under certain circumstances. They argue that competitive market pressure creates a strong monitoring system and that the company''s corporate structure and external competitive environment in a given conflict help to explain the variance in accountability to clients. Including an analysis of data on international PMSCs'' interventions in civil wars from 1990-2008, Akcinaroglu and Radziszewski show the impact of competition on companies'' contribution to the termination of different types of civil wars.
