Low water activity (a w ) and dried foods such as dried dairy and meat products, grain-based and dried ready-to-eat cereal products, powdered infant formula, peanut and nut pastes, as well as flours and meals have increasingly been associated with product recalls and foodborne outbreaks due to contamination by pathogens such as Salmonella spp. and enterohemorrhagic E. coli . In particular, recent foodborne outbreaks and product recalls related to Salmonella -contaminated spices have raised the level of public health concern for spices as agents of foodborne illnesses. Presently, most spices are grown outside the U.S., mainly in 8 countries: India, Indonesia, China, Brazil, Peru, Madagascar, Mexico and Vietnam. Many of these countries are under-developed and spices are harvested and stored with little heed to sanitation. The FDA has regulatory oversight of spices in the United States; however, the agency''s control is largely limited to enforcing regulatory compliance through sampling and testing only after imported foodstuffs have crossed the U.S. border. Unfortunately, statistical sampling plans are inefficient tools for ensuring total food safety. As a result, the development and use of decontamination treatments is key. This book provides an understanding of the microbial challenges to the safety of low a w foods, and a historic backdrop to the paradigm shift now highlighting low a w foods as vehicles for foodborne pathogens. Up-to-date facts and figures of foodborne illness outbreaks and product recalls are included. Special attention is given to the uncanny ability of Salmonella to persist under dry conditions in food processing plants and foods. A section is dedicated specifically to processing plant investigations, providing practical approaches to determining sources of persistent bacterial strains in the industrial food processing environment. Readers are guided through dry cleaning, wet cleaning and alternatives to processing plant hygiene and sanitation. Separate chapters are devoted to low a w food commodities of interest including spices, dried dairy-based products, low a w meat products, dried ready-to-eat cereal products, powdered infant formula, nuts and nut pastes, flours and meals, chocolate and confectionary, dried teas and herbs, and pet foods. The book provides regulatory testing guidelines and recommendations as well as guidance through methodological and sampling challenges to testing spices and low a w foods for the presence of foodborne pathogens. Chapters also address decontamination processes for low a w foods, including heat, steam, irradiation, microwave, and alternative energy-based treatments.

Nearly forty years after passage of the 1965 Voting Rights Act, a fundamental question remains unanswered: although all citizens have an equal right to the ballot, do all citizens enjoy equal access to the ballot box? More specifically, are voting precincts in predominantly low-income and non-white neighborhoods less visible, less stable,harder to find, and more difficult to navigate than are precincts in high-income andpredominantly white neighborhoods? If so, do such lower levels of accessibility result inlower levels of voting, all other things being equal? To investigate this important issue, scholars in cities across the United States participated in a precinct quality study during the November 2004 election. A similar 30-item check list was employed in each of the cities to gauge precinct quality and accessibility. This volume brings together the results and discusses the intricacies of precinct quality in many of America’s largest cities. While Congress has considered standardizing the voting process in all fifty states, the results of this study indicate that vast differences in polling place quality exist not only between but also within cities. More specifically, the analysis reveals that the quality of polling places varies across the diverse neighborhoods of America and that precinct quality affects voter turnout. Low-income and minority communities tend to have lower quality precincts, which tend to depress already low levels of electoral participation.

Abstract. This introduction sets the scene for the remainder of the book by considering first the international context of widespread concern about the improvement of numeracy skills. This is related to reform movements in the UK, the US and other countries aimed at modernising primary (elementary) school mathematics curricula. A detailed account is given of the National Numeracy Strategy in England, a systemic government-imposed response to concern about standards implemented in 1999/2000. This includes a discussion of the alternative meanings of numeracy. An earlier initiative sponsored by a UK charitable trust reacting to concern about primary numeracy was the Leverhulme Numeracy Research Programme. This large-scale longitudinal study and linked set of case-study projects, focusing on reasons for low attainment, took place during 1997-2002. This book, and each other in the same series, is based on results of that research. The timescale fortuitously enabled the research team to also report on some effects of the systemic reform in the National Numeracy Strategy. 1. THE INTERNATIONAL CONTEXT In many countries, there are recurring periods of national concern about the low standards of calculation skills shown by children in primary (elementary) schools. Recently these concerns have become more urgent and more political with the publication of international comparisons of mathematical achievement, first at secondary and more recently at primary level (e. g. Lapointe, Mead et al. 1992; Mullis et al. , 1997).

To meet the needs of an ever-growing world population for food and fiber, agriculture uses an arsenal of chemicals to control insects, weeds and other pests that compete with man in the agricultural arena. In addition to their intended effect, many of these biologically active materials affect non-target organisms including man himself. There is concern about the resulting occupational exposure of those who work in agriculture and the environmental health of those who live in rural areas. Unintended side effects from the use of agricultural chemicals are further complicated by the dispersal of these substances well beyond the area of immediate use, through food chains, atmospheric transport, irrigation runoff, percolation to and diffusion through ground­ water, sometimes giving rise to public health and environmental problems at a distance from the place of application. In addition to toxic substances introduced into the agro­ ecosystem by man, one must be concerned about naturally occurring agents including mfcotoxins, plant poisons, infective biological agents and the levels of certain heavy metals. The formation of toxic substances, many of them mutagenic, during cooking and other processing of food is a related problem. While acute effects are more immediate and somewhat readily discerned, chronic and genetic effects tend to be more obscure and sometimes surface in a crisis situation long after substantial damage has been sustained. Genotoxicity assays and epidemiological studies play increasing roles in predicting and evaluating long­ term effects of low-level exposure to toxic materials.

Improved neuroanatomical procedures such as immunohistochemical staining and the use of microelectrodes and micropipets have enabled skilled investigators to begin to map central acetylcholine pathways and to dissect the component parts of the complex interactions between brain acetylcholine and other neurotransmitters. The convergence of data from both clinical and basic studies now suggest that brain acetylcholine may be involved in affective illness, several movement disorders, and some cognitive disturbances. The purpose of this book is to summarize recent clinical and pre-clinical investigations on the possible role of brain acetylcholine in several neurological and psychiatric disorders. Industrial food processing involves the production of added value foods on a large scale; these foods are made by mixing and processing different ingredients in a prescribed way. Rather, processes have been ''designed'' by purchasing equipment from a range of suppliers and then connecting that equipment together to form a complete process. This is especially important as markets evolve with time. • The traditional design process cannot readily handle multi-product and multi-stream operations. • Processes must be energetically efficient and meet modern environmen­ tal standards.

Latinos are the fastest growing and largest minority group in the United States. In 2008, this group numbered over 47 million; by 2050, the population is expected to triple, reaching 133 million. Traditionally, Latinos have immigrated to large urban centers (e.g., New York, Los Angeles) that over long periods of time developed a complex infrastructure to receive new immigrants. Increasingly, new Spanish-speaking immigrants are moving into areas of the country previously unfamiliar to them. Although urban co-ethnic communities continue to be the destination of many newcomers, immigrants from Mexico, Central America, and South America in pursuit of low-skilled labor opportunities are settling in small towns and rural areas of the South and Midwest. This new demographic trend has resulted in the creation of the term "new growth communities," which refers to small rural areas that are now home to a small but rapidly growing Hispanic population. Unfortunately, these communities, which are now present in many states across the country (e.g., Illinois, North Carolina), lack the infrastructure necessary to meet the needs of Latino immigrants (e.g., access to health care, immigration assistance, and breaking down language barriers). The lack of an infrastructure and the lack of an established ethnic community to facilitate the assimilation of new immigrants present an ongoing challenge, especially in the area of Latino mental health. The volume focuses on dealing with systemic issues and on providing innovative ideas for development of infrastructure of services. This text will advance ways to understand and ameliorate mental health disparities both from research and experiential perspectives.
