Nuclear tests have caused public concern ever since the first such test was conducted, more than six decades ago. During the Cold War, however, con- tions were not conducive to discussing a complete ban on nuclear testing. It was not until 1993 that negotiations on such a treaty finally got under way. From then on, things moved relatively quickly: in 1996, the United Nations General Assembly adopted the Comprehensive Nuclear-Test-Ban Treaty (CTBT). To date, the Treaty has been signed by 178 states and ratified by 144, though it has yet to enter into force, as nine out of 44 ‘‘Annex 2 states’’, whose ratification is mandatory, have not heeded the call. Nevertheless, the CTBT verification system is already provisionally operational and has proven its effectiveness. We commend the CTBT organisation in Vienna for its successful efforts to build a verification network. This book is an excellent overview of the evolution of the CTBT and its verification regime. The authors are eminent scholars from the Netherlands, Norway and Sweden who have been intimately involved with the CTBT and its verification agency, the CTBTO Preparatory Commission, from their inc- tion to the present day. They have written a thorough and engaging narrative of the long road that led to the CTBT. Their story will appeal to both the layman and the expert and provide useful lessons for future negotiations on disarmament issues.

Kernel Equating (KE) is a powerful, modern and unified approach to test equating. It is based on a flexible family of equipercentile-like equating functions and contains the linear equating function as a special case. Any equipercentile equating method has five steps or parts. They are: 1) pre-smoothing; 2) estimation of the score-probabilities on the target population; 3) continuization; 4) computing and diagnosing the equating function; 5) computing the standard error of equating and related accuracy measures. KE brings these steps together in an organized whole rather than treating them as disparate problems. KE exploits pre-smoothing by fitting log-linear models to score data, and incorporates it into step 5) above. KE provides new tools for diagnosing a given equating function, and for comparing two or more equating functions in order to choose between them. In this book, KE is applied to the four major equating designs and to both Chain Equating and Post-Stratification Equating for the Non-Equivalent groups with Anchor Test Design. This book will be an important reference for several groups: (a) Statisticians and others interested in the theory behind equating methods and the use of model-based statistical methods for data smoothing in applied work; (b) Practitioners who need to equate tests—including those with these responsibilities in testing companies, state testing agencies and school districts; and (c) Instructors in psychometric and measurement programs. The authors assume some familiarity with linear and equipercentile test equating, and with matrix algebra. Alina von Davier is an Associate Research Scientist in the Center for Statistical Theory and Practice, at Educational Testing Service. She has been a research collaborator at the Universities of Trier, Magdeburg, and Kiel, an assistant professor at the Politechnical University of Bucharest and a research scientist at the Institute for Psychology inBucharest. Paul Holland holds the Frederic M. Lord Chair in Measurement and Statistics at Educational Testing Service. He held faculty positions in the Graduate School of Education, University of California, Berkeley and the Harvard Department of Statistics. He is a Fellow of the American Statistical Association, the Institute of Mathematical Statistics, and the American Association for the Advancement of Science. He is an elected Member of the International Statistical Institute and a past president of the Psychometric society. He was awarded the (AERA/ACT) E. F. Lindquist Award, in 2000, and was designated a National Associate of the National Academies of Science in 2002. Dorothy Thayer currently is a consultant in the Center of Statistical Theory and Practice, at Educational Testing Service. Her research interests include computational and statistical methodology, empirical Bayes techniques, missing data procedures and exploratory data analysis techniques. Concern is often expressed that our environment may include an increasingly large variety of mutagens, but the extent of the potential hazard they pose has yet to be fully evaluated. A variety of empirical procedures has been devised with which to estimate the mutagenic potency of suspect agents, and the relative merits of different tests are currently under debate. Although such tests are of great value, and are indeed indispensable, they are not, nevertheless, sufficient. In the long term, accurate estimation of hazard will also require a better understanding of the various mechanisms of mutagenesis, and in many instances these remain remarkably elusive. Our knowledge and appreciation of the problem has increased substantially over the last few years, but the precise way in which many mutagens cause mutations is not yet known. The aims of this conference were therefore two-fold. The first was to survey present information about mutagenic mechanisms, drawing together data from work with various experimental approaches and organisms, in order to discern the principles governing the action of different mutagens. The second was to examine the implications of such principles for the execution and evaluation of test procedures, and critically assess the research areas that need further attention in order to improve the interpretation of test results. There is general agreement that increased environmental pollution poses a potential health hazard to humans and that effective control of such genetic injury requires monitoring the exposed individuals for genetic damage and identifying chemicals that may cause mutation or cancer. Tests available for identifying mutagens or carcinogens range from relatively simple, rapid assays in prokaryotes and test systems utilizing mammalian cells in tissue culture to highly elaborate tests in intact animals. No single test can provide data for an unequivocal assessment of the mutagenicity of a given chemical and the risk it might pose to human health. A tier approach, therefore, was suggested for mutagenicity testing in which the suspected agents would be initially evaluated with simple, inexpensive tests that would give qualitative results. Chemicals found to be positive in the first-tier testing would then be evaluated with more complex tests, including those based on mammalian cells in culture. Testing in the final tier requires whole-animal studies, and is expensive and time-consum­ ing, and even the results from these studies need to be extrapolated for human risk assessment. The mutation systems based on whole animals require scoring large num­ bers of animals, and therefore are not practical for the routine testing of muta­ gens. As an alternative to monitoring the pedigree, cells from exposed individ­ uals may be considered for screening for point mutations through the use of an appropriate marker protein.

The names of the seven Mercury astronauts were announced in April 1959 amid a flurry of publicity and patriotism. This work provides biographical details of all thirty-two finalists for the seven coveted places as America''s pioneering astronauts. All of the candidates were among the nation''s elite pilots involved in testing new supersonic aircraft capabilities. Most had served as wartime fighter and bomber pilots; some were test pilots on top secret and sophisticated aviation projects, while others were fleet admirals, prisoners of war, and proposed pilots for spaceflight programs such as the Dyna-Soar (X-20). The names of all 32 finalists have been kept secret until very recently. "Selecting the Mercury Seven" also relates the history and difficulties behind the initial choice of candidates. The lives, motivations, military careers, and achievements of the unsuccessful twenty-five finalists are explored first in fully authorized biographies. Test pilots for the U.S. Navy, Air Force, and Marine Corps, each man has a fascinating and very different story to tell. All thirty-two men had to endure meticulous, demeaning, and brutal week-long medical examinations at the Lovelace Clinic in New Mexico. This was followed by another torturous week at the Wright Aeromedical Laboratory in Ohio, where they were subjected to extreme fitness and physiological testing, the sole purpose of which was to sort out the Supermen from the near-supermen. The final part of the book examines the accomplishments and spaceflights of the seven successful candidates, bringing their amazing stories right up to date.

Psychologists offer an increasing variety of services to the public. Among these services, psychological assessment of personality and behavior continues to be a central activity. One main reason is that other mental health professionals often do not possess a high level of competence in this area. And when dealing with children and adolescents, psychological assessment seems to take on an even greater role. Therefore, it follows that comprehensive graduate-level instruction in assessment should be a high priority for educators of psychologists who will work with these youth. This textbook is organized into three sections, consistent with the authors'' approach to teaching. Part I provides students with the psychological knowledge base necessary for modern assessment practice, including historical perspectives, measurement science, child psychopathology, ethical, legal, and cultural issues, and the basics of beginning the assessment process. Part II gives students a broad review of the specific assessment methods used by psychologists, accompanied by specific advice regarding the usage and strengths and weaknesses of each method. In Part III, we help students perform some of the most sophisticated of assessment practices: integrating and communicating assessment results and infusing assessment practice with knowledge of child development and psychopathology to assess some of the most common types of behavioral and emotional disorders in youth. A text focusing on assessment practices must be updated every four to six years to keep pace with advances in test development. For example, several of the major tests reviewed in the text, such as the Behavioral Assessment System for Children and the Child Behavior Checklist, have undergone major revisions since the publication of the last edition making the current content outdated. Further, another major test, the Conners'' Rating Scales, is undergoing substantial revisions that should be completed before publication of the next edition. Finally, the evidence for the validity of the tests and the recommendations for their appropriate use evolve as research accumulates and requires frequent updating to remain current. For example, there was a special issue of the Journal of Clinical Child and Adolescent Psychology published focusing on evidenced-based assessment of the major forms of childhood psychopathology that will need to be integrated into the chapters in Part 3. This latter point reflects an important trend in the field that should influence the marketing of the book. That is, there are several initiatives being started in all of the major areas of applied psychology (e.g., school, clinical, and counseling) to promote evidenced-based assessment practices. These initiatives have all emphasized the need to enhance the training of graduate students in this approach to assessment. This has been the orientation of this textbook from its first edition: that is, Clinical Assessment of Child and Adolescent Personality and Behavior has focused on using research to guide all recommendations for practice. The ability of the textbook to meet this training need should be an important focus of marketing the book to training programs across all areas of applied psychology.
