Britain’s two recent referenda - on Brexit (2016) and on Scottish independence (2014) - have raised in the public mind fundamental questions about the future of the UK. It seems that for the first time, the public, the media and the political elite have woken up to the fact that in different parts of the UK, there are different histories, different aspirations and different imagined futures in relation to a whole range of vitally important political issues. But what the public debate often fails to recognise is that in many areas of public life – perhaps especially education – the UK is already a federal state and in key respects has been so for many years. The aim of this volume is therefore to take stock: to try and capture what the current state of educational policy and practice is across the whole of the UK. This has been achieved by commissioning two different papers from each of the four countries – Wales, Scotland, Northern Ireland and England. The first is an overview, exploring the distinctive history, principles and current policies of each country. The second paper has been specifically chosen as a case study of a key policy that highlights the distinctiveness of each country – the Foundation Phase for Wales, assessment policy in Scotland, ‘shared education’ initiatives in Northern Ireland and higher education policy in England. Taken together these eight papers give an important insight into the complexities of educational policy and practice across the whole of the UK today. This volume was originally published as a special issue of Oxford Review of Education .

Does the CNN Effect exist? Political communications scholars have debated the influence of television news coverage on international affairs since television news began, especially in relation to the coverage of massive human rights violations. These debates have only intensified in the last 20 years, as new technologies have changed the nature of news and the news cycle. But despite frequent assertion, little research into the CNN Effect, or whether television coverage of human rights violations causes state action, exists. Bridging across the disciplines of human right studies, comparative politics, and communication studies in a way that has not been done, this book looks at television news coverage of human rights in the US and UK to answer the question of whether the CNN Effect actually exists. Examining the human rights content in television news in the US and UK yields insights to what television news producers and policy makers consider to be human rights, and what, if anything, audiences can learn about human rights from watching television news. After reviewing 20 years of footage using three different types of content analyses of American television news broadcasts and two different types of British news broadcasts, and comparing those results with human rights rankings and print news coverage of human rights, Shawns M. Brandle concludes that despite rhetoric from both countries in support of human rights, there is not enough coverage of human rights in either country to argue that television media can spur state action on human rights issues. More simply, the violations will not be televised. A welcome and timely book presenting an important examination of human rights coverage on television news.

These core conversations between Peter Stanlis and Robert Frost occurred during 1939-1941. They are written in the much larger context of nearly a quarter century of friendship that ended only with the passing of Frost in 1963. These discussions provide a unique window of opportunity to appreciate the sources of Frost''s philosophical visions, as well as his poetic interests. The discussions between Stanlis and Frost were held between six consecutive summers (1939-1944), when Stanlis was a student at the Bread Loaf Graduate School of English. These were augmented by additional exchanges at Bread Loaf in 1961-1962. These conversations provide original insights on important subjects common to both men.Frost insisted that it was impossible to make a complete or final unity out of the conflicts between spirit and matter. Ordinary empirical experience and rational discursive reason and logic could not harmonize basic conflicts. He held that the best method to ameliorate apparent contradictions in dualistic conflicts was through the "play" of metaphorical thinking and feeling. Metaphors included parables, allegories, fables, images, symbols, irony, and the forms and techniques of poetry such as rhyme, rhythm, assonance, dissonance, personifications, and connotations.These are the arsenal from which poets draw their insightful metaphors, but such metaphors are also the common property of every normal person. A poem is "a momentary stay against confusion," a form of revelation for "a clarification of life," but not a final, absolute answer to the mysteries and complexities in man''s life on Earth. So too-at their best-are science, religion, philosophy, education, politics, and scholarship as a means of ameliorating human problems.
