Strategic Culture(s) in Latin America Explaining Theoretical Puzzles and Policy Continuities

Strategic Culture(s) in Latin America Explaining Theoretical Puzzles and Policy Continuities

Strategic Culture(s) in Latin America elucidates why many state actors in the Global South exhibit a remarkable degree of policy continuity in their external behavior despite structural incentives for change. This book contends that the theoretical notion of strategic culture is instructive to explain such a puzzle. It extends the application of strategic culture beyond the policy of nuclear deterrence among great powers into other equally strategic areas of policy such as diplomacy political economy regional international institutions legal norms politico-military institutions and different security agendas beyond war and peace for example the illicit drug trade and peacekeeping missions. The overall contribution of this book is three-fold: first it rescues updates and expands the original conceptual and theoretical dimensions of strategic culture. Second it extrapolates further theoretical implications of the concept through its application to five policy domains in Latin America beyond the original application of the strategic culture perspective to nuclear weapons strategy among great powers in the 1970s. Third it draws together the theoretical and policy implications of the strategic cultures in Latin America and identifies possible applications for other peripheral non-great power policy areas and issues in the Global South. This book will be of interest to academics graduate and undergraduate students policy analysts and practitioners of Latin American Studies International Relations Theory and Security Studies. | Strategic Culture(s) in Latin America Explaining Theoretical Puzzles and Policy Continuities

When Cats Reigned Like Kings On the Trail of the Sacred Cats

When Cats Reigned Like Kings On the Trail of the Sacred Cats

In her fascinating exploration of feline history Georgie Anne Geyer explores the connections between the royal and sacred felines of ancient civilizations and the beloved domestic cats of today. Chasing an irresistible mystery across the globe Geyer conducts exhaustive research into the little-known puzzle of how cats came to occupy their unique position in the lives of humans. Treated with the tenacity resourcefulness and narrative instinct of a seasoned foreign correspondent the investigation yields unexpected answers and poses tantalizing new questions. It was Geyer's curiosity about her own cats that inspired her to study the history of human-feline relations and especially the exalted status of cats among the ancients as royal or sacred beings. In Egypt Geyer learned of the cat-goddess Bastet and of the cat's role in the transmigration of souls. In Myanmar she saw Leonardo DiCaprio Ricky Martin and the other incongruously named cats of the Nga Phe Kyaung monastery trained by the monks to jump through hoops. She even met a family who dutifully guards the heritage of the Japanese Bobtail cultivating the line in of all places rural Virginia. Richly illustrated with photographs of Geyer's journeys and historical cat images When Cats Reigned Like Kings describes forty-one recognized modern cat breeds plus other popular cats. Every cat lover can thus trace his or her cat to these breeds and their many relatives. The result is a remarkable book bound to delight and amaze cat fanciers and adventure seekers. | When Cats Reigned Like Kings On the Trail of the Sacred Cats

Technology and Terrorism

Technology and Terrorism

In this volume thirteen authors from all points of the English-speaking world provide a tour of the entwined labyrinths of technology and terrorism. They describe terrorism as an epistemological contact sport. With espionage one can often deduce from a few pieces of the puzzle a plan's goals and its roots its sources. But the goals of terrorists are both vague and hopelessly specific while their means are restrained by rational institutional thought. Thus terrorists can be equally expected to flail out without any thought at all as a child might exhibit in a temper tantrum and to be hyper-rational probing at the edges of the target for any weakness. Therefore how terrorists use technology may not be determined by any particular level of technology but in the probabilities for the target's expectation and defense regarding particular technologies. Fred Allen asks why Bin Laden and his organization were effective against the Russians but may have more trouble with free societies. Edward Tenner muses on the ironies of low-tech attacks and the dangers of over-reliance on high-tech sophistication. Such thoughts are tempered by direct and unreassuring reportage from the federal security front. Ann Larabee turns the telescope around with a history showing that bomb-throwing is as American as apple pie. Toby Blyth takes us inside the theorists' backroom for a look at the ever-mutating ways means and motives of war. It used to be about power money land resources or the ever-popular Pamir Knot Great Game. Now it seems that globalization has coughed up groups of people with little in common except for simultaneous feelings of helplessness and cultural superiority. Modern technology which once seemed to hold only promise now seems to harbor the potential for danger and destruction. The contributors to this volume are interested in the broader culture and how terrorism affects that culture-including how people go about researching terrorism.
