Bangladesh's Graduation from the Least Developed Countries Group Pitfalls and Promises

Since the group of least developed countries (LDCs) was identified in 1971 only five countries have graduated from the group all of which are characterised by small size or population. The projections are that the next decade will see a rapid increase in the pace of graduation with Bangladesh in particular poised to be one of the largest countries in terms of its economy and population yet to leave the group. While previously many LDCs viewed the prospect of graduation with some apprehension fearing significant erosion of international support increasingly the move is being seen as a more positive landmark. This book aims to articulate appropriate strategies and initiatives to help Bangladesh to maintain its developmental momentum and to prepare for a sustainable graduation in 2024. In doing so the book explores themes such as key analytical issues of the LDC graduation paradigm smooth transition and structural transformation and post-graduation challenges and opportunities. Further against the backdrop of Gross National Income per capita the Human Assets Index and Economic Vulnerability Index goals required for graduation the Sustainable Development Goals (SDGs) set by the 2030 Agenda will also be in the process of implementation. Whilst some feel that the two agendas might be in conflict the book teases out some of the important synergies which can be drawn when LDCs are undertaking the journey of graduation in the era of the SDGs. The book also takes into cognisance the uncertain external environment and the emerging global scenario within which Bangladesh's graduation is to take place. Scholars have typically characterized irregular forces as spoilers and infiltrators in post-conflict peacebuilding processes. Political parties are an essential ingredient in a modern democracy. They are also seen as the least trusted and most problematic institution in most democratic systems. While there have been attempts to strengthen parties through institutional design and capacity building a new strategy has been to quarantine them from parts of parliament. Within the space of a few years the Philippines Thailand and Indonesia implemented designs for parliamentary representation that proscribed the established political parties from a parliamentary chamber or part thereof. Using these three countries as case studies this book traces the historical context for institutional designs the intentions behind them and their implementation through at least one full parliamentary term. It investigates the conceptual architecture of the non-partisan designs identifying corporatism as one (discredited) alternative and championship as another. While there is a yearning for exemplary people as representatives the designers have struggled to find a successful means of having these champions elected to office. The book concludes that non-partisan chambers based on the evidence to date are not viable. Originally published in 1973 the aim of this work was to discuss the various factors governing the rate of growth of the British economy since the First World War. It endeavours to explain – or at least to provide the groundwork for an explanation of – the movements of aggregate production and productivity in this period. In so doing it examines two particular and partly antithetical questions: why Britain exceeded the predictions of economic theorists who until at least the Second World War had forecast a retardation of growth in all mature industrial economies; and why especially since 1950 the economy has expanded less quickly than many professional economists and almost all politicians thought possible. The authors look in turn at the changing trends in effective economic demand both domestic and foreign; the supply of labour and capital; and the role of management and the state in fostering growth. Their object is to produce a balanced mixture of the available historical and statistical evidence and the relevant economic theory. They introduce their readers at the same time to the more specialized works of both disciplines. The book is the product of a fruitful collaboration between an economist and a historian both with considerable experience in teaching students combining their two subjects.
